RULES OF THE GRANT COUNTY SOCCER CLUBPRIVATE

 RULE 1

APPLICATION/RESPONSIBILITIES

Section 1 ‑ Purpose

The rules contained herein shall govern all members of the GCYS in all cases in which they are applicable, and in which they are not inconsistent with the GCYS Constitution and By Laws. All competitions shall be governed by the rules stated herein and unless the rules of a specific competition state otherwise, the rules of the Kentucky Youth Soccer Association and United States Youth Soccer (USYS) shall supersede these rules. 

Rule 2

REGISTRATION OF TEAMS AND PLAYERS 

Section 1 ‑ Registration  

A.    The GCYS Registrar and his/her committee are responsible for registering players and teams. This committee will follow the GCYS and the KYSA  rules. 

Section 2 ‑ Registration Fee 

  A. The player registration fee per player shall be set each season by the  Club.  Said fees must be paid to GCYS as provided in the By Laws.  The fee paid is for the fall or spring season. 

  B. Fees for the spring season will be determined by Jan 1st of that  calendar year and fees for the fall season will be set by May 1st of the calendar year. 

  C. The Club is responsible to pay all fees due to the KYSA as determined by the KYSA.

PLAYING SEASONS 

Section 1 ‑ Seasonal Year, Age Division, Age Classifications 

  A. Determined by KYSA and USYS Rules

TEAM FORMATION 

Section 1 ‑ General 

The KYSA rules apply to all teams and organizations, at all levels of competition. The following rules pertain to the formation of teams registering through the GCYS. 

I.   Team Formation    

     A. Players will be placed on a team based upon the needs of GCYS  in forming teams based upon size of teams. 

     B. Player placement will be effective for the entire seasonal year unless a player only participates in the spring season in which case  he/she will be randomly placed on the a team until the next season.

      C. Players may change teams in accordance with the KYSA, USYS and GCYS  rules and regulation. 

     D. Players will be assigned to teams in their proper age classification and gender. 

     E. Exceptions to paragraph E are as follows:

        1. Son/daughter of a team coach in the older age bracket.

        2. No team is available in player’s age group.

Section 2 - Levels of competition 

A. There are 2 levels of competition within the GCYS:

   Recreational and Club. 

     1.Recreational:

        Purpose: To provide competition and training for the recreational Player. 

     2. Open:

        Purpose: To provide competition and training for the recreational player that desires a higher level of competition. To provide a higher level of coaching for that player. 

        Coaching qualification: Coaches must be approved by the Coaching Director and his/her committee. Minimum qualification should be a USSF ‘E’ license or NSCAA Regional License. Coaches must attend a minimum of 10 hours coaching instruction per year.      

        Competition: Teams will play in the NKSL league and/or the Kentucky

        Select League. Teams are encouraged to participate in as many ‘C’ level tournaments as possible. 

        Tryouts: Tryouts will be the responsibility of the team coaches. 

Section 3 ‑ Recruiting/Poaching 

Any team which, through its responsible officials, officers or representatives, attempts to induce a registered player of any team under the jurisdiction of GCYS to leave his/her team before the end of the playing season shall be deemed to have committed an offense for poaching and shall be subject to action by the GCYS Arbitration Council. 

Any coach, team, club members found to have illegally recruited and/or poached a player currently rostered on another team will automatically be suspended from all GCYS activities for a period of no less than 1 year. 

Any coach suspended from the GCYS will be reported to the KYSA.

 RULE 5

RULES OF THE GAME 

Section 1 ‑ FIFA Rules

 Games played within the jurisdiction of the GCYS shall be officiated according to the rules of the International Football Association Board (Federation Internationale de Football, FIFA) providing there is no KYSA rule to the contrary.  Inter‑state games shall be played according to the rules of USYSA.

Recreational:

U-4

 

 

Absolutely no one is allowed behind the goal line of the field. All attending fans must remain outside the touchline on the opposite side of the field from the teams. One coach is allowed on the field at all times during the game, but must remain outside of the penalty area.

Law 1 – The Field of Play:

Dimensions: The field of play must be rectangular. The length of the touchline must be greater than the length of the goal line. (35X50)

Field Markings: Distinctive lines not more than (5) inches wide. The field of play is divided into two halves by a halfway line. The center mark is indicated at the midpoint of the halfway line. A circle with a radius of four (4) yards is marked around it.

Flagposts: None.

Goals: Goals must be placed on the center of each goal line. Goals are 4 feet high by 6 feet wide.

Law 2 – The Ball: Size three (3).

Law 3 – The Number of Players: A match is played by two teams, each consisting of not more than three players. (3V3) There are NO goalkeepers.

Substitutions ca be made at any stoppage and is unlimited.

Playing time: Each player SHALL play a minimum of 50% of the total playing time, before one player plays more than 50% of a game. Teams and games are coed.

Law 4 : Player Equipment

A player must not use equipment or wear anything that is dangerous to himself or another player, including any kind of jewelry.

All players must were: A team recognized jersey or shirt and shorts, shinguards, cleats without any toe cleat or spike.  Cleats are optional.  Shinguards must be covered by socks.

Non-uniform clothing is allowed based on weather conditions, but uniforms must still be visible to distinguish team players.

Law 5 Games will be monitored by one coach from each team.

Law 6 – The Assistant Referees: None.

Law 7 – The Duration of the Match: The match shall be divided into four (4) equal, five (5) minute quarters. There shall be two (2) minute break between quarters one and two and another two (2) minute break between quarters three and four. There shall be a half-time interval of five (5) minutes.

Law 8 – The Start and Restart of Play: Conform to FIFA, with the exception of the opponents of the team taking the kick-off are at least four (4) yards from the ball until it is in play. All players must be on their half of the field. The ball is stationary on center mark until referee gives the signal to kick and the ball is in play when it has moved forward. The kicker does not touch the ball a second time until it has touched another player.

Law 9 – The ball is out of play when it has wholly crossed over the goal line or touch line, whether on the ground or in the air, and when play has been stopped by the referee. The ball is in play at all other times.

Law 10 – A goal is scored when the whole of the ball has passed over the goal line, between the goal posts and under the cross bar.

Law 11 – Offside: None.

Law 12 – Fouls and Misconduct: Conform to FIFA with the exception that all fouls shall result in a direct free kick. The referee/coach/parent must explain ALL infringements to the offending player. Yellow and Red cards will be shown for serious misconduct by players, coaches, or fans attending the game.

Law 13 – Free Kicks: Conform to FIFA with the exceptions that all free kicks are direct and opponents are at least four (4) yards from the ball until it is in play.

Law 14 – The Penalty Kick: None.

Law 15 – The throw-In: Conform to FIFA. Must be thrown from where the ball crossed over the touchline by the opponents of the player who last touched the ball. Opponents four (4) yards from the ball until it is in play. Player must face the field, keep part of both feet in the ground, use both hands, and deliver the ball from behind and over their head. If not done correctly it is redone until the throw in is correctly performed with help from a coach or referee.

Law 16 – The Goal Kick: The goal kick should be taken from within the goal area by a player of the defending team. Opposing players must be four (4) yards away from the ball until it is in play. The kicker does not play the ball a second time until another player has touched it. The ball is in play when it has wholly crossed over the penalty area lines. The goal kick must be done correctly before the ball is considered in play. A goal may be scored by a goal kick, but only against the opposing team.

Law 17 – The Corner Kick: Conform to FIFA with the exception that opponents remain at least four (4) yards from the ball until it is in play. Is awarded when the whole of the ball, having last touched a player of the defending team, passes over the goal line on the ground or in the air and a goal is not awarded. A player of the attacking team kicks the ball and is in play once it moves. The kicker does not touch the ball a second time before another player has touched it. A goal may be scored by a corner kick.

U-6

Law 6 – The Assistant Referees: None.

Law 7 – The Duration of the Match: The match shall be divided into four (4) equal, ten (10) minute quarters. There shall be two (2) minute break between quarters one and two and another two (2) minute break between quarters three and four. There shall be a half-time interval of five (5) minutes.

Law 8 – The Start and Restart of Play: Conform to FIFA, with the exception of the opponents of the team taking the kick-off are at least four (4) yards from the ball until it is in play. U-8

Law 1 – The Field of Play

Dimensions: The field of play must be rectangular. The length of the touchline must be greater than the length of the goal line.

Field Markings: Distinctive lines not more than (5) inches wide. The field of play is divided into two halves by a halfway line. The center mark is indicated at the midpoint of the halfway line. A circle with a radius of four (4) yards is marked around it.

The Goal Area: A goal area is defined at each end of the field as follows: Two lines are drawn at right angles to the goal line three (3) yards from the inside each goalpost. These lines extend into the field of play for a distance of three (3) yards and are joined by a line drawn parallel with the goal line. The area bounded by these lines and the goal line is the goal area.

Flag posts: none.

Goals: Goals must be placed on the center of each goal line. They consist of two upright posts equidistant from the corners and joined at the top by a horizontal crossbar. The goals are 6 feet high by 12 feet wide.

Each team will be allowed 1 coach and 2 Asst. coaches on the team side of the field. All others must be on the spectator side of the field.

Law 2 – The Ball: Size four (4).

Law 3 – The Number of Players: A match is played by two teams, each consisting of not more than five players. (5v5) Including Goalkeepers.

Substitutions: At any stoppage of play and unlimited.

Playing time: Each player SHALL play a minimum of 50% of the total playing time. Teams and matches may be coed.

Each team must use at least 2 goalkeepers per game.

Law 4 : Player Equipment

A player must not use equipment or wear anything that is dangerous to himself or another player, including any kind of jewelry.

All players must were: A team recognized jersey or shirt and shorts, shinguards, cleats without any toe cleat or spike.  Shinguards must be covered by socks.

Non-uniform clothing is allowed based on weather conditions, but uniforms must still be visible to distinguish team players.

Goalkeepers will wear colors that will distinguish them from other players

Law 5 – The Referee: An OFFICIAL may be used. All infringements shall be briefly explained to the offending player.

Law 6 – The Assistant Referees: None.

Law 7 – The Duration of the Match: The match shall be divided into four (4) equal, twelve (12) minute quarters. There shall be a two (2) minute break between quarters one and two and another two (2) minute break between quarters three and four. There shall be a half-time interval of five (5) minutes.

Law 8 – The Start and Restart of Play: Conform to FIFA, with the exception of the opponents of the team taking the kick-off are at least four (4) yards from the ball until it is in play.

Law 9 – The Ball In and Out of Play: Conform to FIFA.

Law 10 – The Method of Scoring: Conform to FIFA.

Law 11 – Offside: None.

 

Law 12 – Fouls and Misconduct: Conform to FIFA with the exception that all fouls shall result in a direct free kick. The referee/coach/parent must explain ALL infringements to the offending player. Yellow and red cards will be used for serious misconduct by players, coaches, or fans.

Law 13 – Free Kicks: Conform to FIFA with the exceptions that all kicks are direct and all opponents are at least four (4) yards from the ball until it is in play.

Law 14 – The Penalty Kick: None.

Law 15 – The Throw-In: Conform to FIFA with the exception that an improperly performed throw-in can be retaken once.

Law 16 – The Goal Kick: Conform to FIFA with the exception that opponents must remain outside the goal area and at least four (4) yards from the ball until it is in play.

Law 17 – The Corner Kick: Conform to FIFA with the exception that opponents remain at least four (4) yards from the ball until it is in play.

U-10

 

 

Absolutely no one is allowed behind the goal line of the field. All attending fans must remain outside the touchline on the opposite side of the field from the teams.

Law 1: Field of Play

Field Markings will be distinctive white lines, clearly marking all boundaries of the field, and including all field markings distinctive to and conforming to all FIFA regulations. Games will only be played on fields were all field markings are clearly visible.

All fields will be clearly marked on each corner with a flag post that conforms to FIFA.

All goals will be anchored securely to the ground or will be a heavy framed non-movable goal.

All fields will be inspected for goal placement and corner flags, by the game referee, before the start of each game.

Game fields will separated by sides so that spectators are separated from teams side of field, each team will be separated on each half of their side of the field.

Each team will be allowed 1 coach and 2 Asst. coaches on the team side of the field. All others must be on the spectator side of the field.

No one is allowed to be behind the goal areas or the end lines of the field during match play.

Law 2 : Ball Size

Ball size for all U10 games will be size 4, any ball provided for a game must be approved by the game referee and both team coaches, at the start of each game.

Law 3 : Number of Players

All games will be played with two teams consisting of 6 players each, including a goalkeeper, 6v6

Short play or playing down by a team is acceptable if there is a minimum of 6 players on the field and the opposing team does not have to play down to equal numbers.

Substitutions: At any stoppage and is unlimited in numbers, but are only allowed for your team at stop of play to restart game after a scored goal for either team, a restart of game were your team is in possession by throw in or goal kick, or when play has been stopped by a penalty and your team will regain possession at the restart.

A substitution can be made anytime to replace a player injured on the field. A player must be removed from the field, if play is stopped as a result of injury to that player and requiring a coach, asst. coach, referee, or parent to step onto the field to assist that player.

Law 4 : Player Equipment

A player must not use equipment or wear anything that is dangerous to himself or another player, including any kind of jewelry.

All players must were: A team recognized jersey or shirt and shorts, shinguards, cleats without any toe cleat or spike. Shinguards must be covered by socks.

Non-uniform clothing is allowed based on weather conditions, but uniforms must still be visible to distinguish team players.

Goalkeepers will wear colors that will distinguish them from other players

Law 5 : Referees

Referees will be GCYS Board approved, all referees will be at least 13 years older than the oldest player in the U -10 league. All referees will be distinguished from players on the field, will control the game and all coaches and players, and keep all records of games and scores. Referees will get coach or team rep. signature at the end of each game to verify score and any game issue.

Referees have the authority to penalize or eject any player or coach for misconduct.

Referees are responsible for the field of play to be ready prior to each game.

Referees must have a whistle, stop watch, score card or game log, and must were a shirt or jersey that distinguishes them as the referee.

All decisions or calls of a referee are finale.

Any issue or call made by a referee that is questioned by a coach, will be explained to the coach in a professional manor by all involved.

LAW 6 : Asst. Referees

All games in U - 10 league will have 2 referees, both conforming to all rules in law 5.

Law 7 : Match Duration

The match last two equal periods of 25 minutes. There shall be a half-time of 5 minutes. Time only stops for an extended stoppage of a match.

All matches, regardless of score, will end at the stop of regulation time. Only during tournament play will matches not end in a tied score. If required, an overtime period of ten (10) minutes will be played following a five (5) minute break at the end of regulation play. If the match score is still tied, a shoot out of five players from each team will be played. If the match is still tied at the end of the shoot out, a sudden death shoot out will be played with the first team to score winning.

Law 8 : Start and Restart of play

A coin toss will decide the team that will have possession of the ball for the first half. The opposing team will start the second half with possession. Teams will change ends of the field for the second half. After a goal is scored the other team takes the kick off. All kickoffs start at the center of the center circle of the field, and the ball must be stationary.

Opponents of the kicking team must be half the distance of the center circle from the ball until in play.

The player can not touch the ball a second time until touched by another player. This is at the start of any play, including throw-ins, penalty kicks, corner kicks, or goal kicks.

A goal can be scored directly from a kick off.

Law 9 : Ball in and out of play

The ball is out of play when it wholly crosses the goal line or touch lines either in the air or on the ground.

The ball is out of play when the referees stop play.

The ball is in play at any point that the ball is within the touch lines of the field and the referees have started the match with out stop due to penalty or fault.

The ball remains in play including if the ball rebounds off a goalpost, cross bar, or corner flagpost and remains within the touch lines of the field.

The ball remains in play if it rebounds off of a referee while on the field of play.

Law 10 : Scoring

A goal is scored when the whole ball passes over the goal line, between the goal post, and under the cross bar, either on the ground or in the air, provided no infringement of the laws of the game have been committed prior to the team scoring the goal.

Law 11 : Offside

It is not an offense in itself to be in an offside position. A player is in an offside position if the player is nearer to his opponent’s goal line than the ball and the second to the last opponent player when a teammate passes the ball forward. The player must be active in the play or is interfering with play, interfering with the opponent or is gaining advantage by being in that position at the point the player’s team mate touches the ball.

A player is not offside even if in an offside position if he is not active in the play, or interfering with the opposing player, if in that position with their back to the play or ball, Or if they receive the ball in that position from a during a goal kick from the opposing team or a corner kick.

Law 12 : Fouls and Misconduct

Will be indicated by stop of play and either a direct free kick awarded or a penalty kick awarded to the opponent.

Fouls or misconduct that results in a referee displaying a yellow or red card will result in a direct free kick. Players that receive a yellow card must leave the game for a minimum of 5 minutes of play time before returning. Players receiving a red card must leave the game for the rest of the match and is not eligible for play in the next match played by the team.

Coaches or Asst. Coaches receiving a red card for misconduct must leave the field area for the remainder of the match and will be suspended from coaching the team’s next match.

Fouls and misconduct are defined as any of the following offences: Kicks or attempts to kick an opponent, Trips or attempts to trip an opponent, Jumps at an opponents, Charges an opponent, Strikes or attempts to strike an opponent, pushes an opponent in an aggressive manor, Holds an opponent, spits at an opponent, Handles the ball deliberately ( except for the goal keepers within the penalty areas), Tackles an opponent to gain possession of the ball if the opponent is touched before the ball, or when a kicker at the start of play or while taking a free kick, goal kick or corner kick touches the ball a second time before being touched by another player.

Fouls are also defined as a player makining a throw in or corner kick takes more than six seconds to start play or touches the ball a second time before being touched by a second player, if a goal keeper holds or stops play for more than 6 seconds before throwing the ball in play or making a goal kick or if he touches the ball a second time before being touched by another player, if a goal keeper touches the ball with his hands after being deliberately kick to him by a team mate, or if a goal keeper touches the ball with his hands if it is directly received on a team mates throw in, or if a goal keeper kicks or throws a ball from one penalty area to the penalty area of the opposing team.

Coach’s misconduct is defined as the following: yelling or arguing with a referee or opposing teams coach or parent during a match, using inappropriate language to a referee, coach, player, or parent, using any type of aggressive actions or threats to a parent, player, coach or referee.

Law 13 : Free Kicks

All free kicks are direct and opponents are at least 8 yards from the ball until it is in play. The kicker can not touch the ball a second time until touched by another player.

A goal can be awarded on a free kick.

Law 14: Penalty Kicks

A penalty kick is awarded against a team that commits one of the offences listed as fouls in law 12 when said fouls happen in the penalty box.

A goal may be scored on a penalty kick, and extra time is allowed for a penalty kick.

When a penalty kick is awarded only the goal keeper can be between the goal and the kicker, and the ball then becomes in play the moment the kicker touches the ball, the kicker can not touch the ball a second time until touched by another player.

Law 15: Throw-ins

Throw-ins are awarded when the ball leaves the field of play after passing over a touch line, and is awards to the team that did not last touch the ball.

The thrower must face the field of play, has part of both feet on the ground out side the touch line, uses both hands on the ball, and passes the ball from behind and over the throwers head.

The ball is in play immediately upon crossing the touch line, and can not be touched again by the thrower until touched by another player.

A foul is committed by the thrower if he touches the ball first after throwing in, if the thrower fails to keep part of both feet on the ground or both hands on the ball, or if the thrower takes more than 6 seconds to release the ball from the time the throw-in has been awarded by the referee.

A goal can not be scored directly from a throw-in.

Law 16: Goal Kick

A goal kick is a method of restarting play. A goal may be scored directly from a goal kick, but only against an opposing team. A goal kick is awarded when the whole ball, having last touched a player of an attacking team, passes over the goal or end lines of the field, either on the ground or in the air, and a goal is not scored.

The ball may be kicked from any point within the goal area by a player of the defending team. Opponents must remain outside the goal area and at least 4 yards from the ball until it is in play. A kicker does not play the ball a second time until touched by another player. The ball is in play when kicked directly beyond the goal area.

A foul is committed if the kicker takes more than 6 seconds to put the ball back in play after the goal kick is awarded, or if the player touched the ball a second time.

Law 17: Corner Kick

A corner kick is a method of restarting play. A goal may be scored on a corner kick but only against an opposing team. A corner kick is awarded when the ball, having last touched a player of the defending team, passes over the goal line or end line, either on the ground or in the air, and a goal is not awarded.

The ball is placed inside the corner arc at the nearest corner flagpost. The corner flagpost is not moved. Opponents must remain at least 8 yards from the ball until it is in play. The ball is kicked by a player of the attacking team and the player can not touch the ball again until touched by another player. The ball is in play when it moves.

U-14

 

Absolutely no one is allowed behind the goal line of the field. All attending fans must remain outside the touchline on the opposite side of the field from the teams.

Law 1: Field of Play

Field Markings will be distinctive white lines, clearly marking all boundaries of the field, and including all field markings distinctive to and conforming with all FIFA regulations. Games will only be played on fields were all field markings are clearly visible.

All fields will be clearly marked on each corner with a flag post that conforms to FIFA.

All goals will be anchored securely to the ground or will be a heavy framed non-movable goal.

All fields will be inspected for goal placement and corner flags, by the game referee, before the start of each game.

Game fields will separated by sides so that spectators are separated from teams side of field, each team will be separated on each half of their side of the field. Team and coaches must stay within the coaches’ box on their side of the field.

Each team will be allowed 1 coach and 2 Asst. coaches on the team side of the field. All others must be on the spectator side of the field.

No one is allowed to be behind the goal areas or the end lines of the field during match play.

Law 2 : Ball Size

Ball size for U14 games will be size 5, any ball provided for a game must be approved by the game referee and both team coaches, at the start of each game.

Law 3 : Number of Players

All games will be played with two teams consisting of 11 players each, including a goalkeeper, (11v11)

Short play or playing down by a team is acceptable if there is a minimum of 6 players on the field and the opposing team does not have to play down to equal numbers.

Substitutions: At any stoppage and is unlimited in numbers, but are only allowed for your team at stop of play to restart game after a scored goal for either team, a restart of game were your team is in possession by throw in or goal kick, or when play has been stopped by a penalty and your team will regain possession at the restart.

A substitution can be made anytime to replace a player injured on the field. A player must be removed from the field, if play is stopped as a result of injury to that player and requiring a coach, asst. coach, referee, or parent to step onto the field to assist that player.

Law 4 : Player Equipment

A player must not use equipment or wear anything that is dangerous to himself or another player, including any kind of jewelry.

All players must were: A team recognized jersey or shirt and shorts, shinguards, cleats without any toe cleat or spike.  Shinguards must be covered by socks.

Non-uniform clothing is allowed based on weather conditions, but uniforms must still be visible to distinguish team players.

Goalkeepers will wear colors that will distinguish them from other players

Law 5 : Referees

Referees will be GCYS Board approved, all referees will be at least 13 years older than the oldest player in the U14 league. All referees will be distinguished from players on the field, will control the game and all coaches and players, and keep all records of games and scores. Referees will get coach or team rep. signature at the end of each game to verify score and any game issue.

Referees have the authority to penalize or eject any player or coach for misconduct.

Referees are responsible for the field of play to be ready prior to each game.

Referees must have a whistle, stop watch, score card or game log, and must were a shirt or jersey that distinguishes them as the referee.

All decisions or calls of a referee are finale.

Any issue or call made by a referee that is questioned by a coach, will be explained to the coach in a professional manor by all involved.

LAW 6 : Asst. Referees

All games in U14 league will have 2 referees, both conforming to all rules in law 5.

Law 7 : Match Duration

The match last two equal periods of 30 minutes. There shall be a half-time of 5 minutes. Time only stops for an extended stoppage of a match.

All matches, regardless of score, will end at the stop of regulation time. Only during tournament play will matches not end in a tied score. If required, an overtime period of ten (10) minutes will be played following a five (5) minute break at the end of regulation play. If the match score is still tied, a shoot out of five players from each team will be played. If the match is still tied at the end of the shoot out, a sudden death shoot out will be played with the first team to score winning.

Games must start within 10 mins. of the schedule time.  If a team is not ready, the game will be forfeited.  The game may be rescheduled if approved by the U-Director.

Law 8 : Start and Restart of play

A coin toss will decide the team that will have possession of the ball for the first half. The opposing team will start the second half with possession. Teams will change ends of the field for the second half. After a goal is scored the other team takes the kick off. All kickoffs start at the center of the center circle of the field, and the ball must be stationary.

Opponents of the kicking team must be half the distance of the center circle from the ball until in play.

The player can not touch the ball a second time until touched by another player. This is at the start of any play, including throw-ins, penalty kicks, corner kicks, or goal kicks.

A goal can be scored directly from a kick off.

Law 9: Ball in and out of play

The ball is out of play when it wholly crosses the goal line or touch lines either in the air or on the ground.

The ball is out of play when the referees stop play.

The ball is in play at any point that the ball is within the touch lines of the field and the referees have started the match with out stop due to penalty or fault.

The ball remains in play including if the ball rebounds off a goalpost, cross bar, or corner flag post and remains within the touch lines of the field.

The ball remains in play if it rebounds off of a referee while on the field of play.

Law 10: Scoring

A goal is scored when the whole ball passes over the goal line, between the goal post, and under the cross bar, either on the ground or in the air, provided no infringement of the laws of the game have been committed prior to the team scoring the goal.

Law 11 : Offside

It is not an offense in itself to be in an offside position. A player is in an offside position if the player is nearer to his opponent’s goal line than the ball and the second to the last opponent player when a teammate passes the ball forward. The player must be active in the play or is interfering with play, interfering with the opponent or is gaining advantage by being in that position at the point the player’s team mate touches the ball.

A player is not offside even if in an offside position if he is not active in the play, or interfering with the opposing player, if in that position with their back to the play or ball, Or if they receive the ball in that position from a during a goal kick from the opposing team or a corner kick.

Law 12 : Fouls and Misconduct

Will be indicated by stop of play and either a direct free kick awarded or a penalty kick awarded to the opponent.

Fouls or misconduct that result in a referee displaying a yellow or red card will result in a direct free kick. Players that receive a yellow card must leave the game for a minimum of 5 minutes of play time before returning. Players receiving a red card must leave the game for the rest of the match and is not eligible for play in the next match played by the team.

Coaches or Asst. Coaches receiving a red card for misconduct must leave the field area for the remainder of the match and will be suspended from coaching the teams next match.

Fouls and misconduct are defined as any of the following offences: Kicks or attempts to kick an opponent, Trips or attempts to trip an opponent, Jumps at an opponents, Charges an opponent, Strikes or attempts to strike an opponent, pushes an opponent in an aggressive manor, Holds an opponent, spits at an opponent, Handles the ball deliberately ( except for the goal keepers within the penalty areas), Tackles an opponent to gain possession of the ball if the opponent is touched before the ball, or when a kicker at the start of play or while taking a free kick, goal kick or corner kick touches the ball a second time before being touched by another player.

Fouls are also defined as a player makining a throw in or corner kick takes more than six seconds to start play or touches the ball a second time before being touched by a second player, if a goal keeper holds or stops play for more than 6 seconds before throwing the ball in play or making a goal kick or if he touches the ball a second time before being touched by another player, if a goal keeper touches the ball with his hands after being deliberately kick to him by a team mate, or if a goal keeper touches the ball with his hands if it is directly received on a team mates throw in, or if a goal keeper kicks or throws a ball from one penalty area to the penalty area of the opposing team.

Coaches misconduct is defined as the following: yelling or arguing with a referee or opposing teams coach or parent during a match, using inappropriate language to a referee, coach, player, or parent, using any type of aggressive actions or threats to a parent, player, coach or referee.

Law 13 : Free Kicks

All free kicks are direct and opponents are at least 8 yards from the ball until it is in play. The kicker can not touch the ball a second time until touched by another player.

A goal can be awarded on a free kick.

Law 14: Penalty Kicks

A penalty kick is awarded against a team that commits one of the offences listed as fouls in law 12 when said fouls happen in the penalty box.

A goal may be scored on a penalty kick, and extra time is allowed for a penalty kick.

When a penalty kick is awarded only the goal keeper can be between the goal and the kicker, and the ball then becomes in play the moment the kicker touches the ball, the kicker can not touch the ball a second time until touched by another player.

Law 15: Throw-ins

Throw-ins are awarded when the ball leaves the field of play after passing over a touch line, and is awards to the team that did not last touch the ball.

The thrower must face the field of play, has part of both feet on the ground out side the touch line, uses both hands on the ball, and passes the ball from behind and over the throwers head.

The ball is in play immediately upon crossing the touch line, and can not be touched again by the thrower until touched by another player.

A foul is committed by the thrower if he touches the ball first after throwing in, if the thrower fails to keep part of both feet on the ground or both hands on the ball, or if the thrower takes more than 6 seconds to release the ball from the time the throw-in has been awarded by the referee.

A goal can not be scored directly from a throw-in.

Law 16: Goal Kick

A goal kick is a method of restarting play. A goal may be scored directly from a goal kick, but only against an opposing team. A goal kick is awarded when the whole ball, having last touched a player of an attacking team, passes over the goal or end lines of the field, either on the ground or in the air, and a goal is not scored.

The ball may be kicked from any point within the goal area by a player of the defending team. Opponents must remain outside the goal area and at least 4 yards from the ball until it is in play. A kicker does not play the ball a second time until touched by another player. The ball is in play when kicked directly beyond the goal area.

A foul is committed if the kicker takes more than 6 seconds to put the ball back in play after the goal kick is awarded, or if the player touched the ball a second time.

Law 17: Corner Kick

A corner kick is a method of restarting play. A goal may be scored on a corner kick but only against an opposing team. A corner kick is awarded when the ball, having last touched a player of the defending team, passes over the goal line or end line, either on the ground or in the air, and a goal is not awarded.

CONSTITUTION OF THE GRANT COUNTY YOUTH SOCCER PRIVATE CLUB 

 

ARTICLE I  NAME 

 

The name of this organization shall be the Grant County Youth Soccer (hereinafter called GCYS).

 1.      Definition

1.      Annual General Meeting means the Annual General Meeting of the  membership of GCYS. 

2.      Board means the GCYS Board of Directors and Officers comprise under Article IV hereof.

 

ARTICLE II  PURPOSE

 

Section 1 Purpose 

The purpose of GCYS shall be: 

 1.      To promote the growth of and an appreciation for the game of soccer by  providing opportunities for the youth of Grant County Youth Soccer, to learn the   Laws of the Game and participate in organized programs of soccer; and 

2.      To organize and promote youth soccer teams for youth up to and including  those nineteen years of age, and to encourage good sportsmanship and  fair play of all participants therein. 

 Section 2 Achievement of Purpose 

 GCYS achieves its purpose by: 

 1.      Encouraging the development and practice of good sportsmanship; 

 2.      Developing the principles of fair play; 

 3.      Promoting the growth of soccer; and 

 4.      Instructing, training and educating players, coaches, and referees to develop and improve their capabilities.

  Section 3 Charitable and Educational Purpose 

 The corporation is organized exclusively for charitable and educational purposes, including, for such purposes, the making of distributions to organizations that qualify as exempt organizations under Section 501(c)(3) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue Law).

 

ARTICLE III  MEMBERSHIP

 

1.      Membership of GCYS shall be determined as follows: 

 1.      GCYS shall consist of board members, coaches, team manager, player, parents or legal guardians of a player and shall automatically be deemed a member of GCYS. 

      2. Any other person applying for membership and if approved by a majority vote of the Board of Directors, shall become a member.

 ARTICLE IV  BOARD OF DIRECTORS AND OFFICERS

 

Section 1 Policy Making and Executive Functions 

 The policy making and executive functions of GCYS shall be vested in the Board of Directors and Officers thereafter sometimes called the Board. 

 The Board shall have the following powers: 

 1.      To ratify, alter, or reject decisions and policies of any committee or board member(s); 

 2.       To arrange and stage soccer games of any nature whatsoever in its own  name, and to that end, it may marshal the support of any or every GCYS  member. 

 3.       To create and manage or to create and to delegate the management under  its direction to others of this organization whatsoever which it may  deem expedient for the welfare of the game of soccer in the territory  over which GCYS has jurisdiction; 

 4.       To suspend, expel and/or impose fines or penalties upon any person  under GCYS jurisdiction which is found guilty of violation or breach of  the GCYS Constitution, By Laws, and Rules. 

 5.       To settle disputes between two or more members of GCYS; 

 6.      To hear all cases of misconduct of players, officials and/or persons  affiliated with GCYS when two (2) or more persons are concerned, or when  the alleged offense in any case is an assault upon any official and  after such hearing if such person or persons are found guilty, to impose  such fine and/or penalty as it may deem proper; 

 7.       To enforce the purposes for which GCYS was organized;

 8.      To contract for such personal services and facilities as shall be  necessary for the operation of GCYS business; 

 9.      To authorize the expenditure of funds for purposes in keeping with the  needs of GCYS;

 10.  To render final decisions on all matters of controversy subject,  nevertheless, to appeals and to decisions of GCYS; and 

 11.  To remove from office any appointed or elected member of the Board for  reasonable cause by due process by a simple majority vote of the Board. 

 

Section 2 Membership 

The Board shall consist of the President, Vice-President, the Secretary, the Treasurer, Referee Administrator, the Director of Coaching, the Registrar, the Directors at Large, and Past President. 

Section 3 Meetings 

1.      Regular meetings of the Board shall be called upon reasonable notice by the President at least once each quarter, and

2.       Meetings for a special purpose shall be called by the President or upon written application by one quarter of the Directors.  Reasonable notice of meetings for a special purpose shall be given and shall state said purpose.

 Section 4 Quorum and Voting Requirements 

1.      A quorum, consisting of the majority of the Board, must be present at  meetings in order to conduct business; 

2.      A Board Member shall have one (1) vote.  The presiding officer shall vote only in the event of a tie vote to break said tie; and 

3.      The vote of the majority of those Board Members present and voting shall  be required for any action of the Board, unless otherwise provided. 

 

ARTICLE V RESPONSIBILITIES AND DUTIES

The duties and responsibilities of the Board of Directors and Officers of GCYS shall be as follows: 

 

Section 1 The Past-President

 

1.       To act in an advisory capacity to the new president;

 2.      To temporarily assume the duties of the President during the absence or inability of the President and Vice President to perform the functions of that office; and in the case of the resignation of the President and Vice President, until the term of that office expires; 

 Section 2 The President

 1.      To preside at all Board meetings; 

 2.      To serve as an exofficio member of all GCYS committees, except the Nominations Committee; 

 3.      To appoint Special or Ad Hoc Committees; 

 4.      To cosign money disbursements made in the name of GCYS; 

 5.      To appoint, subject to ratification of the Board, Chairpersons of all Standing Committees, except where otherwise provided; 

 6.      To perform all other duties as shall be necessary to promote the welfare  of GCYS;

 7.      To represent, or to appoint persons to represent, the Association in meetings with other soccer associations.

  Section 3 The Vice-President 

 1.      To serve as Chairperson of the Arbitration Council and Appeals  Committee; 

 2.      To assume the duties of the President in the case of the resignation of  the President until the next Annual General Meeting following said  resignation or during a temporary absence; or during the inability of  the President to perform the functions of that office; 

 3.      To be an authorized check signer; and 

 4.      To be responsible for arranging and coordinating any Annual General  Meetings or workshops. 

 Section 4 The Secretary 

 1.      To be responsible for the storage and maintenance of records of GCYS; 

 2.      To maintain a register of the mailing address of each member; 

 3.      To record minutes of Board meetings and distribute minutes and any submitted proposed amendments as provided for in the Constitution to all members of the Board, all Committee Chairpersons, and the corporate process agent;

 4.      To be responsible for informing members of meetings, handling  correspondence of GCYS and carrying out such other duties as shall be delegated; 

 5.      To serve as Chairperson of the Nominations Committee. 

 6.      To maintain the website of GCYS.

 Section 5 The Treasurer 

 1.      To receive all monies of GCYS, keep accurate records of receipts and  disbursements pay out funds as authorized by the Board, and cosign  money disbursements made in the name of GCYS; 

 2.      To present a statement of account at every meeting of GCYS or the Board  and at other times when requested by the Board and make a full report at  the Annual General Meeting;

 3.      To assure that the Treasurer's accounts are examined at least annually by an auditor or auditing committee chaired by a nonBoard member who, if  satisfied that the Treasurer's annual report is accurate and correct, shall sign a statement of that fact at the end of the report; 

 4.      To serve as Chairperson of the Finance Committee; 

 5.      To be bonded in a manner acceptable to the Board; and 

 6.      To develop plans to encourage donations and solicit funds to finance GCYS  activities. 

 Section 6 The Director of Coaching 

 1.      To serve as a Director of the Coaching Committee and Appeals Committee; 

 2.      To assist the Youth Commissioner in planning player evaluation and  training; 

 3.      To recruit, train, evaluate, and facilitate clinic for coaches; 

 4.      To perform all duties necessary to insure the achievements of the  objectives of GCYS;

 5.      To insure appropriate recognition for participants in GCYS by providing  appropriate recognition for players, volunteers, coaches, and referees as  approved by the Board, and recognizing retiring Board members and others  with appropriate awards or other mementos; 

 Section 7 The Registrar 

 1.      To serve as Chairperson of the Registration Committee; 

 2.      To serve as a member of the Arbitration Council and Appeals Committee; 

 3.      To store and maintain all records regarding the registration of teams and  players within GCYS; 

 4.      To be responsible for the registration of GCYS members and the  certification thereof; and 

 Section 8 – Referee Administrator 

 1.      To serve as Chairperson of the Referees Committee; 

 2.      To serve as a member of the Arbitration Council and Appeals Committee; 

 3.      To assign referees for all home games, report any problems to the board.

 4.      To be responsible for the training and evaluation of referees;

  Section 9 DirectorsatLarge 

 1.      To monitor all GCYS programs within GCYS; and 

 2.      To perform such other duties as may be delegated by the Board. 

 ARTICLE VI  NOMINATIONS AND ELECTIONS

 Section 1 Nominations 

 3.      Proposals for nomination of Officers and Directors of GCYS shall be  submitted to the Nominations Committee no later than six (4) weeks prior  to the Annual General Meeting of GCYS; 

 4.      The Nominations Committee shall present a list of all proposed candidates  for each position to the board  at least three (3) weeks prior to the Annual General Meeting of GCYS; 

 5.      The Nominations Committee shall be responsible for assuring that at least  one (1) candidate be proposed for each available position; and 

 6.      Incumbents in offices subject to election shall be polled by the  Nominations Committee, and, if willing and eligible to serve, shall be  included on the list of nominees. 

 7.      The Nominations Committee shall obtain from the proposed candidates a resume prior to submitting the nominees to the board and committee members.

 8.      Nominees are required to meet two (2) of the following criteria to qualify for the Board of Directors

1.      Be the parent or legal guardian of a player of GCYS;

             2.      Have been a committee member for at minimum one (1) seasonal year;

         3.      Have served on the Board of Directors at a minimum of one (1) seasonal year;

         4.      Have coached for GCYS for a minimum of (1) seasonal year;

         5.      Have served as a referee for a minimum of two (2) seasonal years and be at least 18 years of age.

  

Section 2 Elections 

 1.      The election of GCYS Officers and Directors shall held at the meeting of  the Board and shall be by closed ballot; 

 2.      Officers and Directors shall be elected by the majority vote of the  Board  present and voting at the Annual General Meeting of GCYS; the  vote shall be tallied by the Nominations Committee and announced by the Chairperson of that committee;

 ARTICLE VII  TERMS OF OFFICES

 

Section 1 Terms of Office 

 

1.      All Board members shall serve a two-year term of office;

 

2.      The Vice-President, Secretary, Registrar, and Referee Administrator of  shall be elected in odd numbered years; 

 

3.      The President, Director of Coaching, Treasurer, and Director At-Large shall be elected in even numbered years; 

 

4.      Officers shall assume office as of the date of the Annual General  Meeting. 

 

 Section 2 Vacancies 

 

1.      Vacancies in all Offices and Directorships shall be filled by appointment by the President, subject to ratification by the Board, until elections for said Offices and Directorships at the next Annual Meeting of the State Council or as otherwise provided in The Constitution; provided, however, that a vacancy in the Office of President shall be filled as provided in Article V, Section 2.B.

 

2.      A board member who is absent from three (3) consecutive meetings will automatically be removed from the board unless excused by a majority vote of the attending board members. Or if multiple unexplainable meetings are missed, a member of the board in good standing, may make the motion to have the board member in question dismissed from the board, this action will require a majority vote of the board.   If a board member is so removed or otherwise resigns, the remaining board will fill the vacancy by a majority vote.  A board member so chosen will serve as if elected at the  previous Annual Board meeting.

 

 

 

ARTICLE VIII  COMMITTEES OF THE ASSOCIATION

 

Section 1 Standing Committees 

 

1.      The Standing Committees of GCYS shall be as specified in Article XI of  this Constitution; 

 

2.      Chairpersons of Standing Committees shall be appointed by the President, subject to ratification by the Board, except where otherwise provided in  the Constitution; 

 

3.      Committee members shall be appointed by the Committee Chairpersons except where otherwise provided in the Constitution; 

 

4.      All Committee Chairpersons and members shall serve until their successors  are provided by the Board or until their assignment is complete; and 

 

5.      Standing Committees may, with the approval of the Board, maintain an  independent treasury provided that appropriate financial information  is   made available to the Treasurer one (1) week prior to each Board meeting. 

 

Section 2 Ad Hoc Committees 

 

Special or Ad Hoc Committees may be appointed from time to time as deemed necessary by the President of the Board. 

 

Section 3 Size of Committees 

 

The size of the Committees shall be determined by the Board upon recommendations of the Chairpersons except where otherwise provided in the Constitution. 

 

Section 4 Subcommittees 

 

Committee Chairpersons may, with the approval of the Committee, appoint subcommittees from time to time as deemed necessary to effect the responsibilities of the Committee. 

 

ARTICLE IX  STANDING COMMITTEES

 

Section 1 Nominations Committee 

 

The Committee shall be composed of the Secretary, who shall serve as its Chairperson, and two or more other members, one of whom shall be a nonBoard member. The Committee shall conduct all aspects of GCYS elections as provided in Article III and Article VI of this Constitution. 

 

Section 2 Registration Committee 

 

The Committee shall be composed of the Registrar, who shall serve as its Chairperson, and one or more other members. The Committee shall; 

 

1.      Plan and conduct player registration prior to each season; and 

 

2.      Insure that player assignment and team formation by members is  accomplished according to the procedures and criteria set forth in the GCYS and KYSA Rules. 

 

Section 3 Finance Committee

 

 The Committee shall consist of the Treasurer, who shall serve as its Chairperson, and two or more other members. The Committee shall: 

 

1.      Recommend to the Board all financial policies concerning the budget and  the expenditure of funds; and 

 

2.      Prepare and submit to the Board for approval a budget for each year and  recommend the fee level necessary to insure a balanced budget, prior to  the initiation of registration for the seasonal year. 

 

Section 4 Rules Committee 

 

The Committee shall consist of the President, who shall serve as its Chairperson, Referee Administrator, and Director-at-Large, and Director of Coaching. The Committee shall: 

 

1.      Review the rules of GCYS and recommend any needed addition, deletions or changes to the Board for its approval; 

 

2.      Publish and distribute the GCYS Rules prior to the start of each  season; and 

 

Section 5 Arbitration and Appeals Committee 

 

The Council shall consist of the Chairperson, the Registrar, the Referee Administrator, Director-At-Large (or their designees) and three or more other members. The Council shall: 

 

1.      Hear and act upon all appeals initiated pursuant to the GCYS  Constitution, By Laws and Rules; 

 

2.      Establish all rules and procedures necessary to carry out this  responsibility; and 

 

3.      Render judgments and decisions by a majority vote of the Council members. 

 

Section 6 The Coaches Committee 

 

The Committee shall consist of the Director of Coaching, who shall serve as its Chairperson, the Youth Commissioners, and Director at Large. The Committee shall: 

 

1.      Conduct periodic Coaches Clinics to provide for the training and  development of coaches in GCYS; 

 

2.      Coordinate and assist the State Olympic Development Administrator in  recruiting coaches for State Olympic Development teams; 

 

3.      Provide assistance and information on coaching techniques or problems to  members upon request; 

 

4.      Take appropriate action to insure compliance by all coaches of all GCYS, KYSA, USSF and FIFA rules, regulations and laws. 

 

5.      Youth Commissioners will be responsible for overseeing their teams during      the season    (e.g., events, coordination of schedule changes, equipment,  dissemination of information).     

 

ARTICLE X  BOUNDARIES & TERRITORIES

 

Section 1 Territory 

 

The territory of GCYS shall be Kenton, Campbell, Boone, Grant, Pendleton and Carroll counties.

 

ARTICLE XI  MEETINGS

 

Section 1 Annual General Meeting 

 

The annual meeting of the GCYS will be held in the third quarter of the year. Written notification to all Affiliated Organizations shall be made at least sixty (30) days prior to said Annual General Meeting. 

 

Section 2 Special Meetings 

 

Special Meetings of the GCYS may be called by the Board at such times as are deemed necessary. 

 

Section 3 Quorum 

 

The presence of a majority of the qualified votes of the GCYS Board shall constitute a quorum to transact business at any meeting of the GCYS.

 

ARTICLE XII  AMENDMENTS

 

Section 1 Amendments to The Constitution 

 

1.      The Board may propose Amendments to the Constitution with the approval  of two thirds (2/3) of those Board members present.  Such recommended  changes to the Constitution will be voted on by the GCYS members at the  next GCYS Meeting (Annual General or Special); 

 

2.      The Constitution may be amended by the vote of two thirds (2/3) of the  electorate present at a GCYS meeting provided written notice has been  given to the electorate of such proposed changes at least four (4) weeks  prior to the meeting date; 

 

3.      Petitions for amendments may be submitted by Club members to the Board.  The proposed amendments must be submitted to the Board sixty (60) days  prior to any meeting.  Such amendments properly submitted must be presented  for vote by the Board of the GCYS; and 

 

4.      Any and all amendments to the Constitution, adopted at the Annual General  and/or Special meeting of GCYS, shall become effective immediately.

 

Section 2 Amendments to The By Laws 

 

1.      Amendments to the By Laws shall be acted upon by the Board. 

 

2.      Any proposed amendment to the By Laws to the Constitution of the  Association shall be submitted, in writing to the Board, at least thirty  (30) days prior to the Board meeting at which the amendment will be  considered.  Notice of said amendment must be given to each Board member  at least thirty (30) days prior to the meeting; 

 

3.      Two thirds (2/3) of the members of the Board shall constitute a quorum  for purposes of considering amendments to the By Laws; 

 

4.      The vote of two thirds (2/3) of the members of the Board present and  voting shall be required to enact amendments to the By Laws; and 

 

5.      Any and all amendments to the By Laws adopted by the Board shall become effective immediately.

 

Section 3 Amendments to the GCYS Rules and Rules of Competition

 

1.      Amendments to the GCYS Rules or Rules of Competition shall be approved  by the Board; 

 

2.      Any proposed amendment to the GCYS Rules or the Rules of Competition  shall be submitted, in writing, to the Board, at least thirty (30) days  prior to the Board meeting at which the amendment will be considered  Notice of said amendment must be given to each Board member and each  Affiliated Organization at least thirty (30) days prior to the meeting;

 

3.      The vote of two thirds (2/3) of the members of the Board present and  voting shall be required to enact amendments to the GCYS Rules or the Rules of Competition; and 

 

4.      Any and all amendments to the GCYS Rules adopted by the Board shall become effective at the beginning of the next season following the meeting.

 

ARTICLE XIII  DISSOLUTION

 

Upon the dissolution of the corporation, the Board shall, after paying or making provision for the payment of all the liabilities of the corporation, dispose of all of the assets of the corporation exclusively for the purposes of the corporation in such manner, or to such organization or organizations organized and operated exclusively for charitable, education, religious or scientific purposes as shall at the time qualify as an exempt organization or organizations under Section 501(c)(3) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue Law), as the Board shall determine.  Any such assets not so disposed of shall be disposed of by the Circuit Court of the County in which the principal office of the corporation is then located, exclusively for such purposes or to such organization or organizations, as said Court shall determine, which are organized and operated exclusively for such purposes.

GCYS BY-LAWS

BY LAW I

Affiliation

Section 1 ‑ Association Affiliation

 The Grant County Youth Soccer Club (GCYS) shall be affiliated with the Kentucky Youth Soccer Association and through such affiliation be affiliated with United States Youth Soccer (USYS) and through such affiliation shall be affiliated with the United States Soccer Federation (USSF).

BY LAW II

PROTESTS AND APPEALS

Section 1 ‑ Remedies

 In the matter of Protests and Appeals, no person(s) associated with the operations of GCYS at any level may invoke the aid of the courts of Kentucky without first exhausting all available remedies within GCYS/KYSA/USYSA/USSF, including a final appeal to the USSF Council.

Section 2 ‑ Violations

For violations of the above, the offending party(ies) shall be subject to the sanctions of suspension and fines, and shall be liable to GCYS/KYSA/USYSA/USSF for all expenses incurred by GCYS/KYSA/USYSA/USSF in defending each court action, including but not limited to the following:

A.   Court costs;

B.   Attorney's fees;

 C.   Reasonable compensation for time spent by GCYS/KYSA/USYSA/USSF officers and employees in responding to and defending against allegations in the action, including responses to discovery and court appearances;

 D.   Travel expenses; and

 E.   Expenses for holding special GCYS/KYSA/USYSA/USSF meetings necessitated by the court action.

 Section 3 ‑ Appeals of Affiliated Organization Decisions

Any appeal of a decision the Club shall be entertained and adjudicated by GCYS as specified in the Club Rules.

 A.    Procedures for appeal shall be as stated in the State Rules. All  appeal fees shall be forfeited to the Club when the appeal is dismissed and the original action is approved.

BY LAW III

PENALTIES, DUES AND ASSESSMENTS

 Section 1 ‑ Responsibility of Players and Officials

Every member and official of the Club is member thereof. Each shall be held responsible for any breach of the rules of GCYS committed by the Club or the administrative body provided it can be shown that he/she is connected with perpetration of the offense.

BY LAW IV

FINANCIAL RESPONSIBILITY

 Section 1 ‑ Non‑Assumption of Debts

GCYS shall not assume, nor be liable for, the debts and/or the financial responsibilities, either implied or incurred, of any player, coach, manager, team assistant, organization official or referee from any member team.

 Section 2 ‑ Liability Protection

 All officers of GCYS and officials of member teams shall be covered against personal liability claims by the Club for performing acts and duties directly related to the work of GCYS.

BY LAW V

RESPONSIBILITIES

Section 1 ‑ Falsification of Records

 Falsification of records shall be grounds for disbarment from future participation and/or membership in GCYS.

 Section 2 ‑ Please of Ignorance

 A plea of ignorance to the GCYS Constitution, By Laws and State Rules is not sufficient and violators may expect appropriate action by the Board or Arbitration Council.

 Section 3 ‑ Violations

 Any person found guilty of violating the GCYS Constitution, By Laws or Club Rules may be asked to appear before the Board in order to explain his/her action.

Section 4 - Background Checks

All board members, coaches, and assistant coaches are to have background checks completed prior to the start of the Fall Season.  Any new board members, coaches and/or assistant coaches to the Spring season are to have a background check prior to the start of the Spring season.

Any coach, assistant coach, volunteer or board member who has been convicted of any crime involving a juvenile or any type of sexual offense crime, regardless of the length of time that has passed since the time of the conviction, will be immediately dismissed from the Grant County Youth Soccer League.  The Grant County Youth Soccer League reserves the right to dismiss a coach, assistant coach, volunteer or board member for any other types of convictions that they deem to be an inappropriate offense (ie certain violent crimes, etc.) in relation to their contact they would have with the children of the Grant County Youth Soccer Program.

Sideline Etiquette for Soccer Parents  

While enthusiasm and cheering can be inspiring, and it is natural to get caught up in the emotion of the game, soccer parents should take care to follow proper sideline etiquette.
 

Instructions

  • STEP 1: Cheer, don't coach. Avoid yelling specific instructions and issuing commands. This can be extremely confusing for a child and possibly contrary to the coach's instructions.
  • STEP 2: Avoid running up and down the sidelines shouting. If you want to follow the action, make sure that you don't distract the players or block the view of other spectators.
  • STEP 3: Keep some comments to yourself. Do not speak out to the referee or linesmen. Unless they are complimentary, do not direct comments to members of the opposition.
  • STEP 4: Stay away from the goals. In many youth leagues, standing behind the goal is prohibited.
  • STEP 5: Stand, or sit, at least 3 to 5 yards back from the sidelines (touchlines). Again, this is a rule in many youth leagues.
  • STEP 6: Demonstrate good sportsmanship by applauding exceptional moves by the opposition.

Tips & Warnings

  • Practice silence. Sometimes it is more relaxing for both parents and players, and you will likely view the game differently as well.
  • Ask your children if they like you to cheer. The answer may surprise you.
  • Be positive, never negative. If a child loses the ball, for example, "Way to hustle," is much better than "You can get that ball."
